Where WRDCC Departures Lead

WRDCC serves as a reception, diagnostic, and classification point for MODOC. A person may arrive after a county-jail commitment, undergo assessment, and then move to another state correctional institution. That reassignment is continued state custody. It should never be labeled a release merely because WRDCC is no longer the assigned place.

A true departure from prison may be parole or conditional release. Parole is a discretionary release authorized by the Missouri Parole Board under conditions. Conditional release is a statutory move from the prison portion of an eligible sentence into a supervised portion. Both may leave the person listed as an active offender. Final discharge ends the remaining MODOC sentence administration and supervision, and it usually requires different evidence because Missouri’s public search excludes discharged people.

Confirm a WRDCC Release

Use the MODOC Offender Search, not the Buchanan jail roster. The statewide tool searches active offenders, including people in prison, on probation, on parole, or on conditional release. It requires CAPTCHA, searches aliases, and displays a nightly current-as-of timestamp. Its most important limit is explicit: discharged offenders are not included.

1. Note the live data timestamp and complete CAPTCHA.
2. Search the exact first and last name, accounting for a known alias.
3. Match identity with the DOC number and available birth details.
4. Read the assigned place and status carefully. Another prison assignment means transfer, while parole or conditional release supports departure from physical prison custody.
5. Contact the institutional caseworker or District 1 for a precise supervision or placement question.
6. If the person is absent and final discharge is the issue, request the discharge record instead of treating the no-result as proof.

The accessible search landing page does not promise a named projected or tentative release-date field. Do not infer a release date from sentence length alone. The Buchanan County custody and release search also distinguishes WRDCC records from county booking, federal, and immigration sources.

When the person remains active, ask the institutional caseworker or field officer to distinguish the assigned place, legal status, and next milestone. When the person is missing, record the exact spelling, alias, DOC number, date searched, and nightly timestamp before moving to records channels. The missing result could reflect final discharge, but it could also reflect identity mismatch or a record limitation. Only the discharge record resolves that question.

The institution can address current placement and case-management questions. Historical release and final-discharge proof belongs with MODOC’s records channels. A focused request should identify the person by full legal name, DOC number, date of birth, cause number, sentence county, and date range. Ask separately for institution movements, prison release or parole date, conditional-release date, assigned supervision office, and final discharge date.

Missouri offender records are public under section 217.075 subject to medical, security, and other legal exceptions.

A broad request for “release” can return the wrong milestone. State explicitly whether the question concerns departure from WRDCC, departure from all physical prison custody, or the later end of supervision. Request electronic copies and a cost estimate before charges accrue.

MODOC’s public-data description provides another historical lead. The department describes nightly data for current or former supervision reaching as early as 1974, with fields such as DOC ID, assigned place, cause number, offense and sentence county, completion flag, sentence date, and minimum or maximum release information. Those fields are not a substitute for a certified person-specific record. They help frame a precise request and can identify which date or status needs agency confirmation.

WRDCC State Prison Records

The official WRDCC profile identifies a state correctional complex operated by MODOC. It opened in 1998 and occupies 18.08 acres with 18 buildings. Its reception role makes movement records especially important. An assigned-place change can be part of classification rather than release.

WRDCC Release Versus Discharge

The public MODOC lifecycle can look backward at first. A person may leave WRDCC and remain visible as an active parolee or conditionally released offender. Later, after final discharge, the person may disappear because the search intentionally omits discharged records. A successful result can support ongoing MODOC administration. A failed search cannot show that no MODOC history exists.

Parole

Board-authorized release from prison under supervision and conditions.

Conditional release

The supervised portion that follows the prison portion of many eligible Missouri sentences.

Probation

Court-ordered community supervision that may occur without a state-prison stay.

Final discharge

The end of MODOC supervision and sentence administration.

MODOC describes separate Sunshine data with current or former supervision records reaching as early as 1974. Its available fields can include DOC ID, assigned place, cause number, sentence county, completion flag, and minimum or maximum release fields. Those data still need reconciliation with a person-specific agency record.

WRDCC Release Dates Can Change

Missouri has no one percentage that predicts every WRDCC departure. Section 558.011 describes conditional-release portions for many sentences, while section 558.019 can impose minimum prison terms based on prior commitments or specified offenses. Parole eligibility is only eligibility for Board consideration. It does not guarantee release.

The Board may set a future date, schedule another hearing, or extend conditional release after institutional violations under the statutory process. Consecutive or concurrent sentences, jail credit, amended judgments, holds, and offense-specific rules can also affect timing. For that reason, the institutional caseworker and official sentence record are stronger than a hand calculation.

Section 558.011 ordinarily divides eligible terms into prison and conditional-release portions, subject to exceptions. Section 558.019 can require minimum prison terms tied to prior commitments and specified offenses. Its listed percentages are not a universal formula. A hearing date is also not a release date. Missouri materials say a Board decision may take weeks, and a favorable decision can set a later date while planning and conditions remain unfinished.

WRDCC and Buchanan Releases Differ

WRDCC, the St. Joseph Community Supervision Center, and Buchanan County Jail occupy the same Faraon Street corridor, but each belongs to a different record path. The county jail uses a sheriff subject and booking number. WRDCC uses a MODOC DOC number. The community supervision center handles residential and field supervision rather than a county booking.

Ask a system-specific question. For WRDCC, determine whether the person was reassigned, paroled, conditionally released, or finally discharged. If a county record shows transport to WRDCC, the person entered or continued state custody. If District 1 confirms active supervision after prison departure, the release is real but not final discharge.

The Buchanan County Fifth Judicial Circuit and Case.net can add the sentence county, commitment order, amended judgment, or probation action, yet neither is an institution-movement log. A court order may explain why MODOC received or released someone without naming the moment WRDCC processed the change. If the transfer began at the jail, the sheriff’s booking inquiry can identify the county episode. Pair the legal record with MODOC status and movement evidence.

Missouri MOVANS can add timely notice when a participating MODOC source reports a custody change. Preserve the provider name and alert time, then reopen the state record. An alert does not identify every legal reason, receiving place, or final-discharge date. If release is urgent or disputed, do not wait on notification alone. Contact the institution or District 1 and obtain the underlying record. The result is strongest when the active status, agency record, and court authority describe the same stage of the sentence.
